Henry Chapman is a lobbyist for Province Trust.
Biography[]
His company donated campaign funds to Peter Russo in the hopes that he'd return the favor someday. Chapman comes to Russo for help changing some zoning laws, but Russo explains that, as zoning laws are a municipal issue, there is nothing he can do. He attempts to distract Chapman with an invitation to Garrett Walker's inauguration, but Chapman waves this aside, believing it's an empty promise.
Christina Gallagher then calls Russo, who tells Chapman it is a call from the President-elect, which impresses Chapman.
