Janet is the former spouse of Steve, Frank Underwood's bodyguard.
Biography
Claire Underwood visited Steve, while he was in the hospital, where Janet was every day until Steve's death.
Steve eventually died, and his funeral was paid for by Frank and Claire Underwood.
