Season 1

Whittaker expressed scepticism over the candidacy of Peter Russo for Pennsylvania Governor. Underwood convinced her and the rest of the DNC that there was no concern to be had. (Chapter 6)

Season 4

As chairwoman of the Democratic National Convention, Whittaker was pressured by Underwood to postpone all future votes until he returned back from Washington. This drew strong controversy and was seen as a surprise to the party's delegates. Underwood left Atlanta for Washington to deal with ICO. (Chapter 49)
