Walter Doyle is an associate of Frank Underwood who is an expert at vetting people and finding insider information. In season 1, he played an integral role in vetting Peter Russo for his Pennsylvania gubernatorial campaign. Later in the season, his research helped to uncover the decades long frienship between President Garett Walker and Raymond Tusk.
In Season 2, he helped to uncover the about $25 million in Super PACs being funneled to the Republican Party through Daniel Lanagin's casino for an advertising campaign against the Democratic leadership by "Friends for Better America".
In Season 5, he was brought in to find dirt on members and chairs of the Declaration of War Committee so as to undermine its work. While he couldn't find anything apart from some revenge porn starring the Committee Chairman's Chief of Staff, the video was used by White House Press Secretary Seth Grayson to unsuccessfully attempt to convince her to give private testimony to the committee regarding illegal activities conducted by President Underwood's Cheif of Staff, Doug Stamper.
